In July 2025, the procedure for registering a place of residence (known as registration) remains mandatory and formalized. Despite the simplification of some administrative procedures, lack of registration can lead to a number of inconveniences - from problems accessing social services to administrative fines.

Where to Register in July

To register a place of residence in July 2025, you can contact local self-government bodies, Administrative Service Centers (ASC), or the executive bodies of rural councils.

How to Register at a New Place in July 2025

After deregistration from the previous place of residence (which is done on the day of application), a citizen has 30 calendar days to register at the new address. Registration can be completed on the same day if all necessary documents are submitted.

Upon request, the deregistration and new registration can be done simultaneously - this significantly saves time.

What Documents are Needed for Registration in July 2025

For an adult at the ASC or other registration authority, it is necessary to submit:

  • Ukrainian citizen passport (or ID card);
  • Passport of the property owner (if necessary - also the co-owners);
  • Document proving ownership of the property (extract from the Register of Real Rights, sale-purchase agreement, etc.);
  • Military ID (for conscription-age individuals or those liable for military service);
  • Application for deregistration from the previous place of residence if you have moved;
  • Receipt for payment of the administrative fee.

How to Register a Child in July 2025

To register a child, it is necessary to:

  • Passports of both parents or electronic documents from 'Diia';
  • Child's birth certificate;
  • Receipt for payment of the administrative fee;
  • Application for registration;
  • Consent of the mortgage holder or trust owner if the property is mortgaged.

If the child is registered at one parent's address, the owner's consent is not required.

How to Obtain a Registration Certificate in 2025

A certificate of place of registration (or an extract from the Register of the Territorial Community) may be required for preparing documents, subsidies, banking products, etc. It can be obtained at the ASC or registration authority and through the 'Diia' portal or app.

This allows avoiding queues and getting the document in a few minutes.

Fine for Lack of Registration

The law stipulates that a person has one month to register after changing their place of residence. In case of exceeding the deadline:

  • If the delay is minor - only a warning may be issued;
  • If you have been without registration for more than a year, a fine is imposed:
    • from 17 to 51 hryvnias (1–3 non-taxable minimums).

It should be noted that a small fine does not negate the fact that it is difficult to receive administrative or medical services without registration.

What are the Risks of Lack of Registration

People often postpone changing their registration; however, in 2025, without it, there may be difficulties with mobility and access to government services.

For example:

  • They will not issue a new passport without current registration;
  • There will be problems confirming residence in courts;
  • It will be impossible to receive medical care in a new city.

Ukrainians still have the feeling that registration is important, although the situation has changed. Nevertheless, residence registration remains important for accessing many rights and services. Also, legislation provides procedures to avoid problems, for example, after a divorce, one partner may deregister from the other’s property.
