Booking, Mobilization and Deferral: What has changed for Ukrainians since January 1.


The Ukrainian press service 'Glavkom' reported the introduction of new rules for conscripted individuals in Ukraine starting January 1, 2025. One of the main changes is the establishment of general mobilization for men aged 25 to 60. It also emphasizes the importance of new employee booking rules to protect against mobilization. In addition, there is information about deferral from mobilization for persons with disabilities and the implementation of mandatory general military training for students in 2025.
In particular, the new employee booking rules stipulate that the average salary of a booked employee must be at least 2.5 minimum wages (20,000 UAH per month), and the enterprise must not have debts for the payment of the Unified Social Contribution. Employee booking is carried out through the 'Diya' portal.
It is also important to note that persons with disabilities are granted deferral from mobilization. Starting January 1, 2025, the MSEC system will be replaced by the assessment of a person's daily functioning through specialist examination. Persons of the first and second disability groups, as well as those who take care of them, have the right to deferment from mobilization.
Finally, in 2025, mandatory basic general military training is introduced for university students. This process begins in September 2025 and includes a mandatory general military training course that students from the second to third year of study undergo. The aim of this training is to ensure competencies related to the defense of Ukraine.
