Available loans: how businesses use preferential loans.


Since the beginning of 2025, businesses have received 7,868 preferential loans under the 'Available Loans 5-7-9%' program amounting to UAH 25.7 billion. Since the program began in February 2020, 112,300 loans worth UAH 391.7 billion have been attracted.
According to the Ministry of Economy, last week Ukrainian entrepreneurs received 543 preferential loans worth almost UAH 1.9 billion.
Thanks to the state program 'Available Loans 5-7-9%', we continue to support the real sector of the economy. The vast majority of preferential loans that businesses received since the beginning of the year went for investment purposes, development of processing, and support for entrepreneurs in regions with high military risk. Also, in spring, the share of loans that help farmers finance sowing traditionally increases., said Andriy Teliupa, Deputy Minister of Economy of Ukraine.
Since the beginning of the year, businesses have received:
UAH 6.4 billion - investment loans; UAH 6.0 billion - lending in high military risk areas; UAH 4.6 billion - loans for processing; UAH 4.1 billion - support for sowing; UAH 3.6 billion - replenishment of working capital.The most creditworthy are enterprises operating in the processing industry, as well as in agriculture and wholesale and retail trade.
Leading regions by the number of loan agreements:
- Lviv region
- Dnipropetrovsk region
- Kyiv region
- Odesa region
- Kharkiv region
- Vinnytsia region
- Poltava region
- Kyiv city
Currently, 46 banks are participating in the program, with the largest number of loans issued by 'PrivatBank' (51.9 thousand), 'Oschadbank' (17.2 thousand), and 'Ukrgasbank' (6.1 thousand).
Analysis
Thanks to the 'Available Loans 5-7-9%' program, a significant number of preferential loans have been provided to Ukrainian businesses. Most of them have been used for investment, development of processing, and support for entrepreneurs in regions with high military risk. Preferential loans also help farmers finance sowing. The leaders in the number of loan agreements are various regions, indicating the broad coverage of the program. Overall, this program has a significant impact on the country's economy and supports the real sector.
