Electronic Decisions and Military Medical Commission: Important Clarifications from the Ministry of Defense.

The Ministry of Defense has announced a reform of the military medical commission (MMC), which aims to facilitate, accelerate, and clarify this process. The reform involves digital transformation of procedures and enhancement of the legal framework. According to the Ministry's report, the first stage of the reform is currently underway. Since January, electronic referrals to the MMC have been introduced for reservists in Reserve+. An electronic MMC decision for examinations of reservists and military personnel, an electronic MMC cabinet in the Medical Information System of the Armed Forces of Ukraine (MIS AFU), as well as interaction between the MIS AFU and the Obereg registry is also being implemented. The Ministry of Defense also provides answers to the most frequently asked questions regarding the MMC reform. 1. How does the electronic referral to the MMC work? Now it is enough to authorize in the Reserve+ mobile application and submit a request. There is no need to go to the Territorial Recruitment Center (TRC) and spend Time and effort to obtain a paper referral. When the TRC signs the electronic referral, the person receives a notification in Reserve+, and the needed document appears in the 'Referrals to the MMC' section. Then one can go directly to the healthcare institution for a medical examination. 2. Who can submit a request for an electronic referral? All reservists who want to undergo an examination, as well as those who have received a paper summons, can use this service. It is enough to submit a request in Reserve+. 3. What happens if an electronic referral is generated and a person does not appear at the MMC? If a reservist wants to undergo the MMC but does not appear, the referral in Reserve+ remains valid for 15 days from the appointed examination date. After that, the request needs to be submitted again. If a reservist has received a summons, submitted a request, and does not appear within 14 days from the appointed examination date, this is a violation of accounting rules, which entails administrative responsibility. 4. What is an electronic MMC decision? The MMC decision is a conclusion that the commission forms after the examination. Previously, decisions were written by hand and sent in paper form. This took time and data could be lost. Now the electronic MMC cabinet in the MIS AFU allows commissions to receive and transmit documents online, speeding up their processing and minimizing the risk of data loss. 5. What are the advantages of electronic decisions for reservists? Thanks to electronic decisions, there is no need to personally deliver them to the TRC or wait for the commission to send paper documents for their registration in the system. Electronic data will automatically come to the Obereg registry, and the MMC result will be reflected in the Reserve+ application faster. 6. What are the advantages of electronic decisions for military personnel? Electronic decisions allow for maintaining a history of conducted MMCs for reservists and military personnel in the MIS AFU, which contributes to a comprehensive assessment of a person's condition during the examination. Additionally, military personnel will find it easier to arrange benefits, allowances, and services related to health status directly in the Army+ application. 7. Is it mandatory to issue decisions in electronic form for all MMCs? Starting from March 1, 2025, electronic decisions will be issued by those MMCs that have registered in the electronic cabinet, undergone training, and possess the functionality. Within a month, all commissions must join the system. From April 1, the electronic decision format will become mandatory for all MMCs. 8. What if the MMC does not have access to the information system for technical reasons? If technical capability is temporarily unavailable, the MMC can issue decisions on paper. After technical capability is restored, MMC employees must enter the data into the MIS AFU with a note about the existence of a paper original. 9. Will a decision (resolution) from the MMC be issued after the examination? If the decision is registered as an MMC certificate (for conclusions regarding suitability for military service, need for treatment, sick leave for health reasons, etc.), the commission can print and provide you with a printed copy of the electronic decision. However, if the decision is registered as a disease certificate (for declaring unsuitability for military service), it must be approved by the state MMC, and it can only be obtained after official approval. 10. Can the MMC ask a person to personally deliver papers to the TRC? No, the MMC submits the decision to the TRC itself. The electronic cabinet allows for issuing the decision in electronic format in the MIS AFU, which automatically sends it to the Obereg registry, and thus to the TRC. 11. Can the MMC enter conclusions into the system without real examinations? No, the MMC must conduct examinations. Doctors familiarize themselves with medical records in the Electronic Healthcare System (EHS) and other medical documents provided by the person, and make their entries in the EHS. After the examination, MMC employees certify the electronic decision with qualified electronic signatures (QES), and their decisions are recorded in the MIS AFU. 12. How can one challenge a decision fixed in the electronic MMC decision? If a person disagrees with the conclusion of the MMC, they can file a complaint with the state MMC or challenge the decision in court. 13. Which regulatory act regulates electronic MMC decisions? Changes were made to the Order of the Ministry of Defense of Ukraine No. 402 dated 14.08.
