New courts for administrative lawsuits

According to the statement by Deputy Minister of Justice Oleksandr Banchuk, the completion of the formation of judges for two new specialized courts will allow them to hear administrative lawsuits against the Cabinet of Ministers, ministries, and the National Bank. He also noted that these courts will deal with two categories of cases: lawsuits about the illegality of regulatory acts and appeals against individual acts.

However, lawsuits against the president and the Verkhovna Rada will be considered by the Supreme Court, as this falls under its jurisdiction. The Kyiv District Administrative Court will retain jurisdiction over cases related to local authorities and the activities of services in Kyiv and the Kyiv region.

The goal of creating new courts is to reduce the workload of the Kyiv District Administrative Court, which in 2023 considered more than 70 thousand cases.

Draft law on the creation of new courts

On February 26, 2025, the Verkhovna Rada adopted a draft law that provides for the creation and functioning of the Specialized District Administrative Court and the Specialized Appellate Administrative Court. These courts will replace the liquidated Kyiv District Administrative Court, which ceased operations in December 2022.
