ISW: Russia changes tactics for strikes, abandoning the truce.


According to the report by analysts from the Institute for the Study of War (ISW), Russia is again attacking Ukraine and refusing to adhere to the truce. After large-scale attacks in February, Russian troops are shelling Ukraine daily.
Russia rejected the proposal for a truce that was discussed between Russian President Vladimir Putin and US Special Representative Steve Witkoff. The initiative intended to halt strikes on energy infrastructure and establish a general ceasefire.
According to Ukrainian sources and the publication BILD, Russian troops are increasingly using 'Shahed' drones to breach Ukrainian air defense. The attacks are carried out synchronously - drones approach their targets at high altitude and strike simultaneously.
ISW analysts believe that Russia is prolonging negotiations on a ceasefire to continue its offensive on the front and attack Ukrainian infrastructure.
Increase in the number of Russian drones
The number of Russian drones launched against Ukraine has increased eightfold compared to last year. In 2025, Russia launched 11.4 thousand drones, which is a significant increase from the previous year.
Russian troops continue to attack Ukraine, disregarding the proposed truce. According to the report, Russia's tactics are changing: they are increasingly using 'Shahed' drones to breach Ukrainian air defense. Russia is also delaying agreements on a ceasefire to be able to continue its offensive and attack Ukrainian infrastructure. The number of Russian drones launched against Ukraine has increased eightfold compared to last year.
