The Ministry of Defense announced new features of Reserv+.


Starting from 2025, mobilization in Ukraine has undergone significant changes due to the modernization and digitalization of certain processes. The Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformations, and Digitalization, Kateryna Chernohorenko, spoke in an interview with LB about the key reforms that have taken place in the country's defense system.
Since April, an electronic cabinet for conscripts has been in operation in Ukraine. Electronic referrals through Reserv+ were launched on February 1. Chernohorenko explained the process of actively implementing these electronic systems.
Previously, conscripts received a paper decree after undergoing a medical commission, and only after being entered into the register did it appear in Reserv+. Now, they have an electronic cabinet where all actions regarding fitness/unfitness are recorded.
Currently, conscripts have generated about 100,000 referrals for the medical commission through Reserv+. As of April 1, around 1,000 military medical commissions operate across the country.
Every third deferral by graduates is done through Reserv+. At the same Time, Kateryna Chernohorenko noted that military medical commissions should become optional, and all services they provide should be available online. It is necessary to focus on selecting conscripts with specific professional skills.
Kateryna Chernohorenko also reported the possibility of imposing fines through Reserv+. According to her, this will allow conscripts to avoid visiting the TCC, making it possible to pay the fine online with a 50% discount.
It is planned to implement smart contracts for conscripts. This will allow them to choose vacancies, interact with their team, and sign contracts directly from their phones.
An important stage of the reforms will be introducing changes in the Verkhovna Rada to prohibit conscripts from using education as a way to evade mobilization.
