Providing benefits in a new way — which payments are considered for income.


The Pension Fund of Ukraine (PFU) explained what is included in the total household income when applying for benefits for housing and communal services. In 2025, the rule regarding the consideration of incomes will apply to all citizens, except for a few categories of persons.
The Pension Fund explained which payments are counted towards income for providing benefits for housing and communal services.
As explained by the Pension Fund, the benefit for the payment of utilities is provided based on the category of recipients, either considering the average monthly total income of the beneficiary's family or not. This is stipulated by the procedure for granting benefits to certain categories of citizens, approved by government resolution No. 389 dated June 4, 2015.
The total income of the beneficiary's family includes accrued:
- Pension payments;
- Wages;
- Monetary allowance;
- Scholarships;
- Social assistance (except for one-Time parts of the assistance upon the birth or adoption of a child, burial payments, one-time assistance from local authorities or enterprises, one-time payment under the 'Winter Support' program);
- Income from entrepreneurial activities;
- Unemployment benefits and other payments from social insurance funds.
Changes in the rules for granting benefits in 2025
According to government resolution No. 1553 'On Amending the Resolution of the Cabinet of Ministers of Ukraine dated June 4, 2015 No. 389', this year the rules for granting benefits have changed. The requirement to consider the average monthly total household income has started to apply to all citizens, except for combatants (UBD), persons with disabilities due to war, relatives of fallen or deceased defenders of the country, family members of fallen or deceased veterans of the war, and victims of the Revolution of Dignity. To be eligible for a benefit, the income per person in the family over the past six months must not exceed 4,240 UAH.

The Pension Fund of Ukraine revealed the rules for providing benefits for housing and communal services in 2025, stating that the consideration of the beneficiary's family income will apply to all citizens, with the exception of certain categories of persons. These changes aim to more effectively distribute state assistance among the population and to enhance social justice.Read also
