PDI, military tax, excise: The Ministry of Finance revealed the structure of revenues to the state budget in 2024.


The Ministry of Finance reported that during 2024, 2,177 billion hryvnias were received into the general fund of the state budget.
According to data from the State Treasury Service, the main revenues controlled by tax and customs authorities consist of the following payments:
466.1 billion UAH – value-added tax on goods imported into the customs territory of Ukraine;
271.1 billion UAH – corporate income tax;
268.3 billion UAH – value-added tax on goods produced in Ukraine, of which 425.5 billion were collected, 157.2 billion UAH were refunded;
234.1 billion UAH – personal income tax and military tax;
210.4 billion UAH – excise tax;
69.3 billion UAH – dividends and part of net profit;
47.9 billion UAH – import and export duties;
47.7 billion UAH – rent payments for subsoil use.
It is noted that the revenue plan execution is 100.2% from the State Tax Service and 93.9% from the State Customs Service. Additional funds amounting to 453.6 billion hryvnias were received from international assistance (grants).
In total, by the end of 2024, 3,120.5 billion UAH were received into the general and special funds of the state budget. Cash expenditures of the state budget amounted to 4,479.3 billion UAH, of which 3,488.8 billion hryvnias are allocated to the general fund.
In 2024, revenues to pension and social insurance funds amounted to 548.8 billion hryvnias.
