Reform of the MSEC: how to undergo disability re-evaluation under the new rules.


The Verkhovna Rada of Ukraine has adopted the draft law 12178 in the first reading, which provides for the reform of the medical and social expertise system in Ukraine. This was reported by Sud.ua.
The Chairman of the Committee on Health, Medical Assistance, and Medical Insurance Mykhailo Radutskyi noted that from January 1, 2025, all medical and social expert commissions (MSEC) will cease operations. Instead, expert commissions will be created in classification and super-classification hospitals, which will assess patients' conditions according to the criteria of the International Classification of Functioning.
The Ministry of Health clarified that all previously issued MSEC documents and associated rights, payments, and benefits remain in effect. Persons with lifetime disability status do not need to undergo re-evaluation.
For those who need to undergo an examination in the first half of 2025, the deadline is automatically extended until June 30, 2025. Men aged 25 to 60 with disability groups 2 or 3 must undergo re-examination by November 1, 2025, while all other categories of citizens must undergo examination by April 1, 2026.

Persons with lifetime disability status, those with severe health impairments, residents of territories in combat zones or temporary occupation, as well as military personnel and law enforcement officers until the end of their service are exempt from re-evaluation.
The new system provides for a simplified procedure: the practicing physician will issue an electronic referral to the expert team, simplifying bureaucratic processes and making the assessment more convenient for patients.
