Due to the shelling, there is a problem with electricity supply in the region. Electric transport is not operating, so they plan to bring the maximum number of buses to the routes. Also, students who study in the first shift are being transferred to distance learning for today.

Russian troops attack the Ukrainian energy system
Energy Minister Herman Halushchenko reported that Russian troops are once again attacking the Ukrainian energy system.
At the beginning of November 28, the Air Forces reported the takeoff of Russian strategic bombers Tu-95MS from the Olenya airfield. After that, missile launches were recorded. Due to the missile threat, a missile danger alert has been declared across Ukraine.
