Deputy Prime Minister Olga Stefaneshina commented on the agreement between Ukraine and the USA regarding the transfer of rights to subsoil. She stated that the agreement does not provide for the transfer of subsoil use rights or any other ownership rights, therefore ratification or a referendum is not needed. She emphasized that the agreement concerns only the distribution of profits to the state budget, which will be directed to the Fund and reinvested in the same sectors.

According to Stefaneshina, the signing of the agreement does not mean automatic transfer of funds. These obligations will arise after the conclusion of an agreement on the establishment of the Fund and the completion of necessary procedures.

The Deputy Prime Minister emphasized that issues such as the use of Ukraine's subsoil require a referendum in accordance with the Constitution of Ukraine.
