Students received the opportunity to study abroad: Ministry of Education clarified new departure rules.

Male students aged 18 to 22 who are not subject to conscription will be able to participate in academic mobility programs in 2025. This was reported by 'Ukrainska Pravda. Zhyttia' citing explanations from the Ministry of Education and Science and lawyers.
According to the Ministry of Education, permission to leave under academic mobility programs is granted for one semester. At the same Time, the student must study in full-time mode and obtain a bachelor's or master's degree in medical, pharmaceutical, or veterinary fields at a state or municipal institution.
Deputy Minister of Education and Science Mykhailo Vynnytskyi reported that since the beginning of 2024, 561 students have already taken advantage of the opportunity to study abroad. University teachers can also travel for conferences and professional development programs.
'During this period, only one academic staff member did not return on time from abroad. All students returned without exception,' he emphasized.
To participate in the exchange program, students need to submit a package of documents, which includes:
- copy of passport;
- electronic student ID;
- military registration document with TCC markings;
- certified copy of the contract with the foreign university;
- certificate from the educational institution about the purpose of study.
Lawyer Marina Semenova notes that cadets and students undergoing practical flight training abroad also have the right to leave.
According to lawyer Larysa Velychko, if there is a refusal to provide the necessary documents from the university, students can complain to the Ministry of Education and Science. In the case of an unjustified refusal to cross the border, the decision can be contested through an administrative court.
