When martial law is introduced in Ukraine, some people can still go abroad. Among them are people who are not subject to mobilization or have a deferral.
Among the categories of people who can get permission to leave are:
- Men with disabilities - provided they have official documents confirming the disability.
- Parents and guardians of children with special needs - with documents confirming the child's disability and kinship or guardianship.
- Men who care for relatives with disabilities - provided there is a person with a disability of group I or II in the family.
- Parents with many children - who raise three or more children under 18 years of age.
- Adoptive parents and guardians - when there is a need for treatment or special care for the child.
- Full-Time students - to continue their studies abroad.
- International drivers - when engaged in international transportation and having the appropriate documents.
- Diplomats and their family members - employees of diplomatic missions and consular offices of Ukraine abroad.
- Men aged 18 to 22 years who are studying in higher education institutions in Ukraine and are participants in educational academic programs directed for studies to foreign educational institutions.
