Ukraine is introducing mandatory military training for university students starting in 2025.

According to the Ministry of Defense, this became possible due to the approval of legislative changes by President Volodymyr Zelensky on January 15, 2025.

The program of military training is developed based on modern challenges and international experience, particularly from Poland, Finland, and the Baltic states. The main goal is to instill necessary military skills and readiness to defend the state in young people.

It is important to note that the new legislative changes do not foresee the mobilization of citizens under 25 years. However, young people aged between 18 and 25 can enlist in the Armed Forces on a contract basis.

Quote: 'The refusal of a male student, recognized as fit for military service, to undergo practical training is grounds for his expulsion from the educational institution in accordance with the legislation,' the Ministry of Defense explains.

Students who successfully complete the military training will take an oath, receive a certificate, and a specialty. This exempts them from mandatory military service, which all men aged 18 to 25 must undergo according to the legislation.

Moreover, completing military training will be a condition for obtaining employment in public service, local government bodies, and the prosecutor's office.

The training will be conducted by experienced retired military personnel, war veterans, and military service members. Requirements for instructors include proficiency in the Ukrainian language, higher education, proper health status, and physical fitness.

The training program includes tactics, first aid, psychological preparation, basics of military discipline, international humanitarian law, and shooting skills. Special attention is given to practical aspects, such as training with firearms, orientation in the field, and ensuring personal safety during combat operations.

Practical classes will be conducted using standard weapons of the Armed Forces of Ukraine. Additionally, students will be acquainted with military equipment depending on the availability and profile of training centers.

Before the practical part starts, all participants will undergo a medical examination according to the Provision on military medical examination in the Armed Forces of Ukraine. Individuals who are unfit for military service will be exempt from the practical course.
