Changes to the social assistance system in Ukraine starting in 2025

From July 1, 2025, the social assistance system in Ukraine will undergo significant changes. The Pension Fund of Ukraine (PFU) will now be responsible for the appointment and payment of these benefits, which were previously provided by the social protection administration.

According to Cabinet Resolution No. 695 of June 11, 2025, the PFU will also conduct verification of social assistance recipients and physical identification of certain groups of citizens, noted pension expert Serhiy Korobkin.

Main changes to the system

The Pension Fund will now be responsible for the appointment and payment of state social assistance to persons without pension rights, persons with disabilities, children with disabilities, as well as burial assistance in the event of the death of persons from the aforementioned groups.

During the transitional period until June 25, the social protection administration must transfer all personal files to the Pension Fund, and by September 1, a web portal and mobile application for the PFU for processing these payments must be created.

The new system provides for a total verification of assistance recipients, physical identification of certain groups of citizens, and the possibility of losing the right to assistance for some citizens until January 1, 2026.

Although the pension expert expressed doubts about these changes, believing that increasing the amount of social assistance would be a more effective measure than additional verifications and citizen identification.

Starting in 2025, changes to the social assistance system will be introduced in Ukraine, which involve a transition from social protection management to the responsibility of the Pension Fund for these issues. The new system will also implement stricter verification of assistance recipients and the possibility of losing the right to assistance for some citizens. These changes aim to simplify and optimize the process of providing social payments in Ukraine.
