IDPs on paper and in life: research shows significant discrepancies.


The number of internally displaced persons in Ukraine is lower than officially registered
Research by the Kyiv School of Economics (KSE) revealed that the actual number of internally displaced persons (IDPs) in Ukraine is significantly lower than officially registered. According to data, about 4.6 million displaced persons are officially registered in the country, but the real figure may be 950 thousand lower because some people do not cancel their status after returning home or leaving the country.
The research also emphasizes that only 7% of unemployed IDPs applied to employment centers in 2024. This indicates the need to improve the accessibility of state services, communication, and enhance trust towards them.

KSE experts see the solution to several problems to increase the economic activity of IDPs. One of the top priorities is updating the IDP registers, which will contribute to a more effective reintegration of these people and providing them with targeted assistance.
It should be noted that currently, displaced persons are being informed about the possibility of applying for a housing subsidy when living in one apartment for two families.
The research points out current issues and needs of internally displaced persons in Ukraine, as well as emphasizes the importance of improving the accessibility of state services for this category of the population.
