11 employees of the eliminated MSEC demand the return of unpaid salaries for 2022

In the Vinnytsia region, 11 employees of the Medical and Social Expert Commissions (MSEC) have filed a lawsuit in court demanding the return of unpaid salaries for 2022. This was reported by the website 'Glavkom' in an article titled 'Revenge for Krupa. Doctors of the eliminated MSEC have launched a counteroffensive'.

Out of these 11 employees, three have already won in court. They are the therapist of the regional MSEC No. 1 Viktor Vlasuk, the nurse of the regional MSEC No. 2 Halyna Kachan, and the former head of the Haysyn interdistrict MSEC Inna Khymeryk.

Therapist Viktor Vlasuk won two court instances. The court ruled that the doctor should be paid a salary in the amount determined by the Cabinet of Ministers starting from January 1, 2022. For more than a year, Vlasuk did not receive a salary amounting to 105.1 thousand UAH. The court ordered the payment of the salary only for six months of 2022.

It is worth noting that in February 2025, Vlasuk submitted a declaration stating that he owns several residential buildings, apartments, and Tesla electric cars totaling 3.3 million UAH.

In response to journalists' inquiries, the director of the Department of Health and Rehabilitation of the OVA, Olga Zadorozhna, reported that the Vinnytsia regional MSEC did not have a license to carry out economic activities in medical practice, so it could not pay salaries according to government orders.

A representative of the reorganization commission and the health care and rehabilitation department of the OVA, Vitaliy Poprotskyi, noted that the regional authorities disagree with the court's decisions and plan to appeal them in appellate and Supreme Courts. Meanwhile, the lawyer stated that the lawsuits filed by MSEC employees are identical and he does not know who stands behind them.

Also, the article mentions a court case involving an anesthesiologist who was accused of receiving illegal benefits for influencing MSEC decisions. The doctor received a bribe for 'assistance' in obtaining disability status. He fully admitted his guilt and explained that he took the money due to financial difficulties.

The former head of the Haysyn interdistrict MSEC Inna Khymeryk is also suing the regional authorities for unpaid salaries in 2022. The doctor hopes that the revised salary amount will affect the increase of her pension.
