New Requirements for Hotels Approved in Turkey: What Will Change for Tourists.


A decree has appeared in Turkey's bulletin, which introduces changes to the qualification requirements for tourist facilities. According to these changes, rooms in five-star hotels must be at least 25 sq. m, and in four-star hotels - at least 20 sq. m. An exception is made only for facilities included in the cultural heritage and protected by the state.
The changes also concern the placement of rooms in hotels. They cannot be located on floors below ground level unless they have natural light. If the premises can be made bright, bedroom windows cannot utilize lighting typical for service areas, such as kitchens or bathrooms. It is also prohibited to direct ventilation outlets from bathrooms and toilets into enclosed common areas.
Changes in Property Registration Requirements
The document also clarifies the requirements for property registration for tourist facilities. For example, to confirm rights to the property, samples of registration, contracts, or owners' consents must be provided.
Technical Changes in Hotels
The changes also relate to the technical parameters of hotels. Now, guest areas and dining rooms must be located on levels with sufficient natural light from at least one facade.
Effective from January 1, 2028
The new requirements for room sizes will be in effect from January 1, 2028, for facilities certified by the Ministry. For new projects, these standards will be mandatory from the moment the decree takes effect. The Ministry of Culture and Tourism will monitor and enforce all changes outlined in the decree.

Turkey plans to create a 'second Cappadocia' with thermal hotels and hot air balloon flights. The country's Ministry of Culture and Tourism is already working on transforming the Phrygian Valley into a popular tourist region.
