A National Drug Price Catalog Will Be Created in Ukraine: How the Cost Will Be Calculated.


Ukraine is creating a National Drug Price Catalog
Viktor Lyashko, the Minister of Health, announced the creation of a National Drug Price Catalog in Ukraine. This project became possible due to the implementation of a transparent pricing system, which led to the temporary suspension of marketing payments.
The National Drug Price Catalog will consist of two methods: referencing prices based on a comparison with the cost of similar drugs in European countries and declaring wholesale prices. As a result, all drugs will undergo the referencing process.
The maximum price for drugs in Ukraine will be set based on the three lowest prices in reference countries. It is prohibited to sell drugs at a price higher than the established price.
Manufacturers must declare their prices for drugs, which can be lower but not higher than the reference price. These prices will be available to everyone and transparent.
'We determine the maximum price based on the three lowest prices, discarding the lowest one. And then we say that this is the price at which the drug cannot be sold higher in Ukraine. All manufacturers of such drugs must declare their price. It can be lower, but it can never exceed the reference price. They declare it, and this price is public and open to everyone. And from it, markups are calculated on how much the distributor can charge at maximum. This is 8%, as stipulated by law. And after that, it depends on how much the pharmacy can markup', explained Lyashko.
