Ukrainians Buy Housing Despite the War: The Most Popular Regions.

As of November 1, 2024, the largest number of real estate purchase and sale transactions on the secondary market was concluded in the Dnipropetrovsk region, accounting for 12% of the total volume. Kyiv ranks second with 10% of transactions. This is reported by Delo.ua referencing the National Bank of Ukraine's Financial Stability Report.
A significant number of transactions were also concluded in the Odesa and Kyiv regions (9% each), Lviv region (8%), Poltava and Cherkasy regions (5% each). The remaining transactions are distributed across other regions of the country, where the share of transactions ranges from 1% to 4%.
Increase in the number of real estate purchase and sale transactions
According to the analytical report 'Financial Pulse' prepared by the Center for Economic Research and Forecasting, there is an observed revival in the real estate buying and selling market. Over 11 months of 2024, notaries certified 14% more transactions than in the corresponding period of 2023.
The number of real estate purchase and sale transactions has increased in every quarter since the beginning of the year. From January to November, 187.2 thousand transactions were concluded, accounting for 70% of the comparable period in 2021. The majority of transactions (60%) pertained to the purchase of apartments, while 40% involved the purchase of private houses. In 2021, these indicators were a two-to-one ratio.
Increase in the volume of housing put into operation
According to the State Statistics Service, 6.7 million square meters of housing were put into operation in the first 9 months of 2024. Of this, 54% accounted for single-family homes and dormitories, while 46% accounted for multi-family buildings.
The volume of housing put into operation in 2024 increased by 3.7% compared to the corresponding period of 2023 and accounts for 77% of the volume put into operation during the first 9 months of 2021. Overall, housing construction continues, but at a slower pace than in peacetime.
Resource Shortages and Construction Delays
The market is experiencing resource shortages, particularly in labor, leading to significant delays in the execution of construction projects. It should also be noted that new construction projects are more frequently launched in the western regions of Ukraine, which are the safest and best protected from enemy attacks. According to analysts, Kyiv may face a shortage of new housing, as significantly fewer properties are being put into operation here compared to before the war.
